Does anybody know what this is? The people were using it as sort of a fence to block the adjacent road. We would like to plant some but have no idea what it is.

Yeah its pampas grass. Some say its not hardy north of Winona. But people who actually try it find that its a bit aggressive in and around the Twin Cities.

Do a search on "tall prairie grass". This is pretty unique stuff and when I saw the pics, I thought it was the prairie grass.
