Yes - You need a state and federal stamp if you are 18 or over.

You also need a special goose permit - This permit is good for the early and late season.

To confuse you even more, you only need sign the federal stamp beginning this year. If you bought the MN licenses and stamps, they have your name and MNDNR# on them so the state wisened up and passed legislation that doesn't require you to sign them. I don't think anyone ever got more than a warning for those in the past ever since they became electronically licensed anyway, since your name and address were always printed right on the license or stamp.
