I think Tim's Marina on Forest Lake still rents boats. Before I bought my first boat I rented there a couple of times.

Try Tally's Dockside on White Bear Lake. According to the old web, they rent boats. I have been researching this to take my boys out and so far we have tried Lake Ann on Hwy 5. I think they are done for the season this weekend though as that service is associated with their swim beach and is staffed by school kids. We have also used Howard's Point Marina on Minnetonka. That was great. There is at least one other rental place on Minnetonka - Rockvam Boat Yards. My lads and I were going to try In Towne Marina on Waconia next. Finally there is Harty's Boat Works on Medicine Lake. Have not tried that one yet.
Best of luck. Getting on a boat once in a while is great change up from sunnies from the fish dock.
