It looks like her nest is floating, it moves up and down with the water.

That nest is typical. Consequently, loon nest disruption due to boat waves primarily is also common.

If you click this link it talks alittle about the loon nest. It is a man-made floating nest.

I saw a loon nest this weekend up north and unfortunately had to get closer to it than I wanted seeking cover from a storm that came in very quick. It nearly sent me for a swim. I was within maybe 100 yards or so. They look pretty cool. Looks like 4" pvc pipe base possibly filled with foam for floatation and then a platform with hay and some aquatic vegetation. The loon that was guarding the nest stayed directly between me and the nest the whole time I waited out the storm. She didn't seem to mind my presence too much, but I wasn't going any closer than I had to.
