i was searching the net and found a dmv.org site that said in minnesota if the trailer is ubder 4000 lbs with the load that it doesn't need to be titled or registered. is this correct? if not do i just go to the dmv and tell them the info and get alifetime sticker for it. I only have a bill of sale for the trailer it is a year 2000 karavan. Any help would be greatly appreciated.

It is just a lifetime license, I believe it is registered to you though, but it's not all that expensive. You should be fine with just a bill of sale.
