i know a guy that loves to fish and is wondering if he can dump some rocks into a lake to give it some more structure. he talked to a guy that works for the county water patrol and he said he doesn't know why he couldn't do that and i can't find anything in the regulation book saying you can't. is it legal or not.

Like sand said, its very illegal unless you have a permit. And they are not easy to come by. And I am glad they are too..

yup a permit is needed, i know that one of the things that they look for is not if it bennofits the fisherman but rather the fish populations, such as the crappie cribs on leech along with other things. but i do know that it has to be approved by the dnr.
